Whitehall 6th January 1779. My Lords, William FRANKLIN Esqr. His Majesty's Governor of the Province of New Jersey, having, after a long confinement by the Rebels and suffering a variety of Distresses and Hardships, besides being striped of all his property, obtained his Release in Exchange for a Rebel Prisoner and arrived at New York. I submit to your Lordships consideration the propriety of making him such an Allowance for his support as may be some compensation for the loss he has sustained by being deprived of his Government.
