Montreal 1st April 82.

Sir

Mr. SCRIVIN Barrister at Law of Quebec, having complained to His Excellency the Commander in Chief that He was stoped a few days ago on the Road near Three Rivers by a Party of the Detachment under your Commd. at that Place and carried to the Guard, where he was detained all Night, and very harshly treated on pretence of his being insane,

and further that he repeatedly requested an Officer might be brought to speak to Him but that none appeared until the Next Day when You visitted him, but that he could not procure from You a knowledge by what Authority, or whose Order he was confined & that his Enlargement was equally misterious having been told by Dr. KENNEDY that He was at Liberty to go where he pleased.

His Excellency is pleased to direct that You will communicate to me, for his Information, the Particulars of this apparently strange Affair.
