[Extract of a letter to Lt. Govr. CAMPBELL, dated Whitehall, June 5th, 1782.] Sir, ...I have much satisfaction in communicating to you His Majesty's Royal pleasure that you shou'd accept the offer made by Messrs. RICKETTS and BECKFORD, and the other Gentlemen who have signed their names to the Memorial for raising two Battalions of Free Mulattoes and Blacks, if you continue to be of Opinion that "many advantages will result from it to Government exclusive of those specified in Mr. RICKETT's Memorial." especially by affording a means of removing the Regular Troops to more healthy Stations, by which a number of very valuable lives may be preserved.
