I James ROGERS late Major Commandant of the Kings Rangers, do hereby Certify that Mr. Roger STEVENS was by me appointed a Lieutenant in said Corps, for his Services in procuring intelligence and Recruits from the Colonies during the late Rebellion, and that when sent into the Colonies he Conducted himself with Zeal, Secrecy and Dispatch to my Satisfaction.

Given under my hand at St. Johns this 23rd Day December 1786.
