TUCKER, Mathew — a Black — Virginia 3rd Septemr. 1783
He was born in America but was not born free he lived with Colo. Robt. Tucker in Norfolk Town who made him free at his Death– he died just before the beginning of the Rebellion. He then went into the Service & lived with Mr. Bowden at Norfolk. The Rebels wanted him to serve with them but he refused to do it, & went to New York & went on Board the Genl. Howe, Sloop Capt. CARY & has been at Sea during the whole War fighting against the Americans– he had but little property he thinks it might be more than 10 £. There is no Certificate annex’d to his Memorial, But he is desired to bring one to his Character Loyalty &c his property being so small there is no Occasion to bring a Certificate to that Point.
Decision
This Man after being desired for some Weeks to give some proof of his Case has given none & therefore we Concluded that he can give none & his Case being totally without Proof we are clearly of Opinion that this Man is entitled to nothing from Government.
