To the Honble Commissioners Appointed by Act of Parliament for enquiring into the Losses and Services of the American Loyalists. |

The Memorial of James FROST late of Newport in the Colony of Rhode Island Mariner, Sheweth That your Memorialist’s Loyalty to his Sovereign and Attachment to the British Government, Induced your Memorialist at the Early Commencement of the troubles, to Enter into his Majesty’s Service against the Rebels, and Served on board his Majesty’s Armed Ship called the Charlotte at Quebec, as Lieutenant and Master of said Ship from the twenty ninth day of September 1775, untill the month of December following, when he was Ordered on Shore, where he Acted as Lieutenant in the Navy Battalion under the Command of Colonel John HAMILTON, for the Defence of the Garrison and Town of Quebec, Untill the thirteenth day of May 1776. That your Memorialist was Employed in his Majesty’s Service from the above time, untill the End of the War, in Commanding his Majesty’s Vessels on the Lakes, and as Master Attendant of the Dock Yards which several Duties your memorialist discharged to the utmost of his power, and abilities as will appear by the Certificates hereunto annexed. That after the British Troops Evacuated Rhode Island, and the Rebel Government was Established in that Colony, they proceeded to declare all his Majesty’s Loyal Subjects, that had proved their Attachment to the British Government outlaws and the real Estate of your memorialist (among many others) was Confiscated to and for the Use of that State, and Sold at public Vendue on the twenty Second day of August 1781 as will appear by the Public prints of that State, in an advertisement published by the Authority of their Committee, the best Evidence your Memorialist can procure, not dareing to return to that State (tho’ a Native) to get Authentic Copies of their proceedings. Your memorialist therefore prays that his Case may be taken into your Consideration, in Order that your Memorialist may be Enabled, Under your Report to receive such Aid or Relief as his Losses and Services may be found to deserve. And your memorialist as in Duty bound will ever pray.
