I certify that during the last war in North America I had an oportunity of knowing Captain S. HOLLAND who was recommended to me as a person very capable of procuring intelligence and in whom I might confide. I accordingly did employ him & had much reason to be satisfied with his zeal & fidelity & I believe the commander in chief entertain'd a very good opinion of him. Captain HOLLANDs Situation previous to the war was always represented to me as having been very respectable and I am of opinion he deserves the attention of government.
