At the request of Mr. Archd. McDUGALD late of North Carolina, I do hereby certify that from the report made of him to me by Lt. Col. CRAIG, who commanded at Willmington, as well as from the best information I received from others, I believe him to have acted with great zeal and spirit against the Enemy while in North America, and I have no doubt of his being a faithful Loyalist.
