1st August 1783 I do hereby certify, that a petition was presented to me at Charles Town by many of the loyal inhabitants, of that place, desiring, that the late C. CONSTABLE, might have permission to raise a Corps, to which they would subscribe a large Sum, in order to put Government to as little expence as possible, and that they did this, in consideration of the cruel treatment, that C. CONSTABLE had meet with, whilst a prisoner in Charles Town.
