London October 1lth 1787. I am favored with your Letter of the 24th Ultimo transmitting to me for my opinion by desire of Lord SYDNEY the Memorial and Certificates of James INGRAM, formerly a Captain of the Augusta Volunteers in Georgia, praying to be allowed half pay or a military Pension. In answer to which I have the honor to inform you that Mr. INGRAM's Commission having been given by the Governor of a Province, and no proofs appearing that it ever had the Sanction of the Commander in Chief, I am of opinion he cannot be allowed half pay; but as his Services are strongly certified, and as he has suffered by the Event of the War I think his case deserves some consideration.
