General and Commander in Chief of all his
Majesty’s Forces in North America, &ca.

To Lieutenant James FREEMAN.

You are Immediately to proceed to Newfoundland, and are hereby Authorized to raise for His Majesty’s Service (by beat of Drum or otherwise,) such good Men as may be in your power; who are to be Subsisted as His Majesty’s other Troops, and are to Rendevous at Halifax under the Command of Capn. BATT untill further Orders, where they will be provided with Quarters and Provisions.

You will consult with the Governors, wherever you may be, on the proper measures to be taken to Compleat the Business you are sent upon.

Should you have Occasion for more money then you now receive by Warrant, you will draw upon me for such Sums as may be necessary, sending me returns of your Accounts and Advising me of your success.

You will retain the Stoppages of Provisions in your hands, and Account for them hereafter, and this order shown to the Commissary, will be Sufficient to draw Provisions for your men.
