Sir

Mr. LEONARD whose exertions with those of the loyal refugees under his direction are known to you has some proposals to make you which the Commander in Chief wou'd wish you to favour with your attention that if possible they may be enabled to continue their operations.

His Excellency is disposed to contribute to their support as far as he can with propriety and will be Glad to see him self seconded in it by you as far as the matter relates to your department.
