Witness of behalf of William Cunningham of South Carolina

May 25th 1786

I have received your note enclosing by order of Lord SYDNEY the Memorial of Mr. Wm. CUNNINGHAM, wherein he prays to be put on the half pay list as Major of Cavalry and desiring I could report my opinion thereon. In answer to which I beg you will acquaint Lord SYDNEY that the Certificates Mr. CUNNINGHAM produces and the Circumstances I have been able to learn are so strong in favor of his pretensions, that his application should be referred to the Treasury, where it will undergo a strict investigation with many claims of a similar nature now under consideration.
