Extract of a letter from His Excellency Sir Henry CLINTON to Colonel FANNING.

New York, August 31st 1781

I am happy to acquaint you that His Majesty has been pleased to approve of my recommendation of your Regiment to be placed on the American Establishment, as you will see by the enclosed extract of a letter from the Minister to me on that subject.
